Default language for the list (preferred_language) is used for archive 
generation, so there IS option about that !:)

If you want to change default language of the whole Mailman, you just 
need to add line:
DEFAULT_SERVER_LANGUAGE = 'es'
to the Mailman/mm_cfg.py file.
