[Mailman-i18n] Starting Vietnamese localization?

Hello all :)

Since I am continually frustrated by the lack of my language in  
Mailman, I'm willing to do the translation.

However, I couldn't fine any instructions on how to get started on a  
new localization, on the Mailman site.

I strongly support the idea of maintaining the Mailman translations  
through the Translation Project. I translate for quite a few  
projects, and the TP are the most effective translation project I've  
encountered.

Meanwhile ... where do I start? :)
