This kind of question is really for the mailman-users list

mailman-i18n, but anyway ...

If you mean can a list admin cause a sequential number to be put in the
Subject: header, then yes since 2.1.6. See the "(Details for
subject_prefix)" link on the list's General Options page in the web
admin interface.

If you mean are the 6-digit numbers in archive URLs like
<http://mail.python.org/pipermail/mailman-i18n/2013-February/001801.html>
assignd sequentially as messages are archived, then yes.

If you mean something else, please clarify.
