[Mailman-i18n] [Mailman-Developers] Translation of Mailman 3

Forwarding to mailman-i18n at python.org. I'm interested in the views of
that community. Note this is only about Mailman 3. No change is
contemplated to the way translations are handled for Mailman 2.1
