[Mailman-Users] Archiving to hypertext failing

We're running on a DEC unix DU4.0D computer.
Since I see that the main mailman site can archive, I know that it's 
possible, but I haven't been able to get archive working correctly.
I've directly sent mail to some users who had been having difficulties,
but they had given up solving the problem.   Unfoprtunately, it seems to
fail silently, because I can see that the html files have not been created
and the files in the lists' directories are still the empty html
templates.

I believe we've dealt with the configuration issues via Apache.
Has anyone found that something beyond the obvious needs to be done to get
pipermail working?

(Excuse the vagueness, but it's not yet clear where to start on this.)
