[Mailman-Users] Preventing some addresses from executing "lists" command via email

How can I prevent external addresses from executing commands such as "lists" and "who" to <listname>-request@<mailmanserver>?

Also, how can I remove configuration fields from the lists' admin page?  I would like to prevent listowners from changing the maximum size of a message that can be sent and other configuration fields.
