Yes, although I'd recommend staples against paper clips.  That way the
footers are less likely to be lost when it goes through your relay.  And
avoid Post-it notes at all costs -- they tend to clog the routers.

Now for a real answer...

If you take a look at the "Regular-member (non-digest) Options" in the
Web-based admin pages you'll see textboxes to add a header and/or a footer
to outgoing messages.
