Since I'm no sendmail pro I must guess:

  * either sendmail doesn't like mail to programs at all
  or
  * /home/mailman/mail/wrapper returns an exit code of 2 which is
    misinterpreted by sendmail

Have you tried the program to check permissions of the mailman installation?
Can sendmail deliver to programs at all?
Are you using smrsh (I think you don't)

Postfix: Something like a wisened old man sitting on the porch outside
the postoffice. Looks at everyone who passes by with deep suspicion,
but turns out to be friendly and helpful once he realises you're not
there to rob the place.
