[Mailman-Users] Public Archives

When users go to the archives for a public archive they get an error that it
cant find that page....  Turns out that there is no "public" file in the
/home/mailman/cgi-bin   (I assume that there should be one.) How do I
resolve this??  BTW if I make the archives private it works (there is a
/home/mailman/cgi-bin/private).....
