[Mailman-Users] How to modify the central "Wellcome message page" to another language

I installed the Mailman and i translate Mailman to another language
(German). I would like to give it an individual design and would like to
offer the necessary files to the community.

But i look around and can't find any information how to change the Starting
page with all the lists.

For those who don't know which page i mean i spend u a link:

Where are the language changings and Template changings to be done?
