Yes, but it's stored in a binary format -- a Python "marshall" file.
You can't edit it with a text editor.  Try
  cd ~mailman
  ./bin/withlist <listname>

...but you'll need to know some Python, and a bit about the list data
strucutres, to get anywhere.  Dunno if this stuff is documented
anywhere.
