You need "FollowSymLinks" as well:

 <Directory /usr/local/mailman/cgi-bin>
 AllowOverride None
 Options ExecCGI FollowSymLinks
 Order allow,deny
 Allow from all

} AllowOverride None
} Options ExecCGI
} </Directory>

I would get rid of the above <Directory> section. The first one should be
