[Mailman-Users] Mailman not adding members

I've just finished installing Mailman for the first time and I cannot add a
member to the list.

When I send a join request to the list, the list sends e-mail to the list
owner and to the user who is trying to join for their confirmation. Once the
confirmation is returned to the list, the user doesn't receive the welcome
message and is not added to the list. The new user records are in the
pending_subscription.db.

Can anyone help me with this?
