[Mailman-Users] Can I use Webmin to create/manage .htaccess files?

Dunno. I suggest you give it a try. /me never uses something like webmin.

If it doesn't fly I'm sure you will find several Perl and PHP scripts that 
can maintain and create .htaccess and password files.
