    Your system is not allowing mail to be delivered.  This is an MTA problem,
not Mailman.  Check your MTA (in this case Exim).  I don't know how Exim works,
but you may have to check whether it's actually up and running, and allowing
mail to be delivered.  Try telnetting to port 25, see what you get:  telnet
localhost 25
