It's not really a template, but you can find and edit the text for this page
in ~mailman/Mailman/Cgi/options.py.

If you use languages other than English, you'll also want to edit the
mailman.[mp]o files in ~mailman/messages/<lang>/LC_MESSAGES .

If you want to change the colors, have a look at the section in Defaults.py
labeled "Web UI defaults" (it's around line 158 in my 2.1.1 install).
