I don't think that's true Jon.  At least, I haven't done either of those
things and I am able to create lists via the web interface.  My alias files
have the following permissions:

$ ls -l data/aliases*
- -rw-rw----    1 root     mailman      6.3k Mar 28 18:41 data/aliases
- -rw-rw-r--    1 mailman  mailman       12k Mar 28 18:41 data/aliases.db

I did get errors if the aliases.db file was owned by root.

Perhaps I'm doing something unusual that makes this work, but if so, I'm
unaware of it.
