This looks as though you are trying to install Mailman into its own build
directory.
Typically, you would unzip and extract the Mailman source into a directory,
say /home/mailman, so that the build directory would then be, say,
/home/mailman/mailman-2.1.2. From that build directory you would
./configure and make install into /var/mailman.
