Sure, you're not following the INSTALL file's instructions and creating a
site-wide list.  :)

Though in fairness, it does seem that the instruction to create the
site-wide list comes after the instruction to start mailmanctl.  This
has already been changed in CVS, so it should be included in MM 2.1.2 when
that's released.

Yes.  See the docs and the list archives for more details.  Barry posted a
sample config file for the site-wide list not more than 24 hours ago.
