[Mailman-Users] getting emails from emergency moderated list

about a week or week and a half ago, i turned on
emergency modification of my mailing list.  but still
users are complaining that they are getting 10 to
50 emails per day from the list.  When i look
at the mails they seem to be dated around the
15th of december, and today is the 21st.

Any idea why this is still happening?
Any idea how to stop it?
