What is the Group ownership for the file? Is the suGID bit set for the
drwxrwsr-x 2 root mailman 4096 Mar 16 12:00 .
drwxrwsr-x 6 root mailman 4096 Dec 22 23:52 ..
-rw-rw---- 1 mailman mailman 3389 Mar 16 09:00 config.pck.last
