If content filtering is off, message recipients should receive the
entire message as posted. What happens in archives and non-MIME
digests is partly controled by the mm_cfg variable
ARCHIVE_HTML_SANITIZER.
If as you say, content filtering is off and if individual messages
received from the list have HTML parts removed, then I don't
understand why.
On the other hand, if content filtering is on and convert HTML to
plaintext is off, then the issue is probably that only the first part
of multipart/alternative (nprmally a text/plain part) is being
selected by content filtering. There's a lot on this in the archives.
