	I think you answered your own question -- webmail users are 
likely to be sending HTML/MIME messages, and you're converting them 
to plaintext.  However, they're probably still MIME formatted, or 
they need to be MIME formatted in order to deal with international 
character set issues, and therefore your clients perceive them to be 
attachments.
