Actually, no one has permission to execute this file. It's root that
needs permission because it's run by sudo as root.

chmod +x /usr/local/sbin/mailman.aliases


chmod 755 /usr/local/sbin/mailman.aliases

That's correct.

chmod o+r /usr/local/mailman/data/aliases


chmod 664 /usr/local/mailman/data/aliases
