I think (s)he's asking to whom/where should (s)he report unrecognized
bounce formats so that automated bounce processing can be updated in a
future release to handle those formats.

I know I've seen a note somewhere about this, but I can't find it at
the moment. The best place I can think of off hand, which might be
wrong, is to send them to the mailman-developers at python.org list.
