That's because you are suposed to replace $prefix and $varprefix with
their actual values in your installation. Something like

ScriptAlias /mailman/   /usr/local/mailman/cgi-bin/
Alias /pipermail/   /usr/local/mailman/archives/public/

if you used the defaults to configure.
