It appears that the particular Mailman CGI wrapper (the name following
mailman/ in the URL you went to) in Mailman's cgi-bin directory does
not have permission to access the scripts/driver script.

Mailman's bin/check_perms may help - run 'bin/check_perms --help' for
info.

If that is not the problem, perhaps it's a SeLinux issue.
