Not without drastically altering Mailman's architecture. Delivery and
archiving are done in parallel and asynchronously by separate runners.
IncomingRunner drops the message to be archived in the archive queue
for ArchRunner to process. At this point there is no way to know what
the archive URL will be, and when the message is archived and the URL
is known, there is no way for ArchRunner to pass that back to the
outgoing message which may have already been sent.
