Assuming Mailman is 'standard', it is delivering to sendmail via SMTP
and it is sendmail that is queueing the message.

This is some sendmail configuration issue. Are you running MailScanner
or some other addons that might be scanning and requeuing messages.
Have you looked in your sendmail maillog for clues? If you are running
MailScanner or something similar, you might want to consider exempting
mail from localhost or at least from Mailman.
