$ENV(PATH_INFO) = "/somelist";
$listinfo_output =  `/usr/local/mailman/cgi-bin/listinfo`;

This worked:
$ENV{'PATH_INFO'} = "/somelist";
$listinfo_output =  `/usr/local/mailman/cgi-bin/listinfo`;
