You should just need to convert the exmlm archive to mbox, then import
it into mailman using the procedure here:

A quick search for tools to convert ezmlm to mbox yielded a few
results. One was:
http://www.arctic.org/~dean/scripts/ezmlm2mbox
Hopefully that gets you started at least. :)
