Interesting, with "^subject:.*Declined.*"

Subject: Declined: [Somelist] Invitation to workshop on 13rd Dec. 2008

matches while

Subject: [Somelist] Declined:  Invitation to workshop on 13rd Dec. 2008

does not. Huh?!
