Actually, Mailman is pretty close already. If you moderate everyone and
set respond_to_post_requests to yes, each post will be held and the
user will get an email with a confirmation token. The thing that's
lacking is this confirmation only allows the user to cancel the post
or continue to wait for moderator approval, but you could modify the
confirmation process to allow the user to approve the post if the
reason it is held is moderation.
