You can set General Options -> max_message_size to establish the
maximum acceptable size.  However, this will result in large messages
being held for moderator action.

If you want to automatically reject or discard such messages without
moderator action, you have to modify the code in
Mailman/Handlers/Hold.py or implement a custom handler to do it. See
