[Mailman-Users] I can't turn off password reminders for my users

I'm running version 2.1.14-1, so, from what I understand, I can't set 
this option globbaly, even if:

 > options. I.e., if send_reminders is Yes, individual users can turn

I was willing to accept that my users wouldn't be able to turn reminders 
on if they wanted to.
