Why are the messages being held? If the reason is "Post to moderated
list", the member's "mod" flags are set. If it is some other reason,
what is the reason?

Also, it is not completely clear to me if the non-members who are in
accept_these_nonmembers can post? Can they? if not, what is the reason
their messages are held?
