[Mailman-Users] subscribed address that forwards to secondary address can't be identified

Change your list to personalize the message, specifically to add a
link to the user's personal options page in the footer.

Of course you can't always do that, depending on the purpose of the
list, but that's one possible way to investigate (and solve, if the
person wants to unsubscribe themselves!) the issue.
