See the installation manual at

Somewhere in your apache config, maybe in /etc/apache2/conf.d/mailman,
you need a

<Directory "/usr/lib/cgi-bin/">

block an within that block you probably need (for apache 2.4)

    Require all granted

If you have

        Order allow,deny
        Allow from all

that's only for older apache versions.
