The only requirement is to put @name_of_master_list (the actual name of
the list, not literally 'name_of_master_list' or 'members' unless that
is the list's name) on one line with no leading or embedded spaces in
accept_these_nonmembers of each of the smaller lists.

If that's what you are doing, and you have access, what's in Mailman's
'error' log?
