This appears to be a Debian issue. Please see
<https://wiki.list.org/x/12812344> and report this to Debian.

Also, in any report say what you mean by Moderation is now impossible.
I.e. if the admindb interface appears to work but doesn't change
anything, say that (or see <https://wiki.list.org/x/4030602>). If the
admindb interface gives the "We hit a bug" page, provide the relevant
information from Mailman's error log.

Also note the issue with

> OSError: [Errno 1] Operation not permitted: '/var/lib/mailman/icons' 

is possibly because /var/lib/mailman/icons is a symlink (another Debian
thing).
