That says the CGI process terminated before producing any output, but
that's not too useful by itself. Is there anything else in Apache's logs
or Mailman's error log?

We do not recommend using Apache SuEXEC. It is difficult to configure
properly. You need to ensure you have addressed all 20 points at
<http://httpd.apache.org/docs/current/suexec.html#model>
