If you have shell access to the Mailman installation, there are multiple
ways to script this.

One way is to create a withlist script like

def set_bounce(mlist):
    if not mlist.Locked():
    mlist.bounce_score_threshold = 1.0
    mlist.bounce_you_are_disabled_warnings = 0

save it as set_bounce.py in Mailman's bin/ directory and run

bin/withlist -a -r set_bounce
