[Matplotlib-devel] v1.5.0rc3

While Thomas is away, I've tagged a 1.5.0rc3 release, as there have been a
number of critical bugfixes since rc2.  Hopefully this will be the last
release candidate before 1.5.0.

As I haven't done a matplotlib release in a while, I'll need to sync with
Thomas about how the conda-forge packages get created before those will be
available.
