[Matplotlib-devel] waffle-bot

Folks,

We have been half-heatedly signed up for waffle.io for a while now.  They
suggested we try turning on wafflebot (which I thought would just take care
of assigning 'needs review' to PRs under it's account instead of Mikes),
but it looks like it was doing a whole bunch more.

I have uninstalled it, we probably should have a discussion about what
parts of it we want to use before / if we turn it back on.
