[Matplotlib-users] Matplotlib 3.1 cheat sheet

Sure, no problem. I’m not sure where to insert it as a PR so if you can do it that would be great.
I uploaded all the sources on the repo but the matplotlib text, legend and window that I dseigned with some external tools. I think it might be possible to generate the whole cheatsheet using matplotlib only but this will need extra work.
