[Matplotlib-users] Matplotlib Installation Question on Centos 7

The patch at https://github.com/matplotlib/matplotlib/pull/13064 will
likely not work on old matplotlibs/py2, but perhaps patching get_base_dirs
to return an empty list (as suggested in
https://github.com/matplotlib/matplotlib/issues/9737) (and then fixing any
downstream breakage) will...
