[PYTHON MATRIX-SIG] Type coercion two more times

Re confusing Python users: how confusing is Python's use of the words
"float" for "double" and "int" for "long"?  Is it more important to be
consistent with C or with Python?  This may affect the names chosen
for the array types (Array_float, etc.)...
