[MATRIX-SIG] New version of netCDF module

I have just uploaded a new version of my netCDF module to the Starship:

There are several small bug fixes, and the new version allows access
to variables without dimensions, works on DEC Alphas, and should be
compilable under Windows.

Another innovation is a version number; the current version has
the official number 1.0, and future versions will have different
numbers. That should eliminate the confusion that past updates
have caused.
