[Matrix-SIG] Numeric Python documentation

There is a minimal document included in the distribution, in subdirectory
Doc. I believe some version of this is the document the link was pointing
at.

I'm happy to announce that we have by some miracle completed the paperwork
for LLNL to hire David as a consultant and one of his tasks is to write some
better documentation for NumPy. So hang in there...
