How to use proxy.py?

I use RedHat Linux 6.2 with Python 1.5.2. How do you put proxy.py
between Netscape and the Internet? (What arguments do I give proxy.py,
etc.?) I have looked at programming.html. All it says is "You might
also try pointing a real client (a news reader [port 119] or web
browser [port 80]) at your proxy."
